The rules for out of state games is on the NHIAA website under Rules tab, then Policies and Procedures, then 2010-11 Baseball Policicies and Procedures Manual - REVISED 4/27/11.

As for the points, getting more points only applies to division playing up, which means it doesn't help D 1 teams, they are the highest division.
